Ms. McMillan was born in Knoxville, Tennessee, and received her J.D. from the University of Tennessee College of Law magna cum laude in 1999. Admitted to Tennessee state courts, the United States District Court for the Eastern and Middle Districts of Tennessee, and the Sixth Circuit Court of Appeals, Ms. McMillan practices primarily in the areas of products liability, nursing home defense, and medical malpractice.

Ms. McMillan received her B.A. degree with honors from the University of Tennessee in 1987, with a major in Latin and a minor in English. She continued her education at the University of Georgia, where she received an M.A. in Classics in 1989. Ms. McMillan received a Ph.D. in Classics from the Ohio State University in 1995, and served as Visiting Assistant Professor at Denison University in Granville, Ohio, in 1995–1996 before entering law school.

She is a member of the American Bar Association, Tennessee Bar Association, Knoxville Bar Association, and the Defense Research Institute.
